2014 mustang instrument cluster fuel reference voltage

I am having an issue of the car throwing p2068.  Ive done all pinpoint tests which point back to IPC. From what I understand IPC has two circuits that send 5v reference voltage (input & return) to each in tank sender. I am getting 5v on 3 out of the 4 wires with connectors unplugged.  The 4th wire I’m seeing 11 volts.  I’ve done all tests to rule out short to voltage in the circuit.  Does anyone know what controls the reference voltage coming from IPC for fuel senders?  Could there be a resistor or something bad in the IPC?

There are two fuel level inputs going to and from the instrument cluster. I've provided the pins below. We can do a bench test and see if there is an issue with the instrument cluster. If there is an issue with the gauges we should be able to address it. 

Fuel level input 1 - 15

Fuel return - 16

Fuel level input 2 - 18

Fuel return - 19

Ok thank you. Yeah it’s at pin 19 where I am seeing abnormally high voltage of 11.4v.  The other 14,16,18 are a nominal 5v
