The dryer runs but does not dry; the element has been changed; the vent is not clogged; I assume the heater relay is not turning on; however, I am not sure whether there is another problem with the thermostat or limiter. Is there any way to confirm this, or is it just a problem with the control board?

To ensure that the high limit thermostat and the thermal fuse are both operational, check for continuity. They must be replaced if there is a lack of continuity. After checking everything and all looks good. But you still have the same problem, then the control board is most likely faulty. We can repair faulty control boards.
