The headlight and turn signal issue isn't something we support however we do inspect faulty fuses and relays when rebuilding your TIPM.
Step 1: Check the bulbs for any obvious faulty or burnt-out bulbs and see if that fixes it.
Step 2: Inspect the fuses that control the headlights and turn signals and replace them with the same amp rating as the OEM fuse that was there. Inspect for any signs of corrosion in the socket when you pull the fuse out and check if the fuse is blown.
Step 3: The multi-function headlight switch is a commonly known part to fail and should be inspected and tested. if both headlights and/or both turn signals are out chance is the multi-function headlight switch is faulty. If it feels loose or worn it's best to replace it.
Step 4: Inspect the wiring going to and from the TIPM, especially at the headlights themselves. Check for any signs of debris when you disconnect the plug, as well as any signs of corrosion or loose connection. It's best to repair or replace that plug if cleaning it doesn't help.
Step 5: Check the dimmer switch especially if the headlights are not working on both low-beam or high-beam modes.
Step 6: The TIPM can fail as well including the harness plugs going into the TIPM as some plugs may have signs of corrosion. The TIPM distributes power to all the modules including the headlights so if your TIPM was already tested and refurbished and testing fine then it's recommended that Steps 1-5 are performed.
