All signs lead to replacing the TIPM after much searches on this site and the rest of the internet, however it seems like the entire nation still has TIPMs on back order.
Does anyone know where a TIPM for a 2008 JK Wrangler can be found?
By removing the M13 fuse and leaving it out, all issues with a car starting, locking in park, and having wipers and lights come on while the switches are still off are resolved. The "fuse out" indicator and clock reset each time the car began are the only drawbacks.
Many thanks to anyone who can suggest an internet parts retailer with TIPM on hand.
