2007 Jeep Wrangler TIPM has to be replaced

Our 2007 Jeep Wrangler's wipers ceased to operate last week. To turn them off and then turn them back on if he needs them, I must pull the fuse.
We brought it in today to have the wipers checked as part of the G40 recall (we never received anything regarding the G25 TIPM).

The dealership advised the TIPM has to be replaced entirely for $612 over the phone.

Can anyone provide any light on the situation? Why are the wipers the only item having problems if everything is bad? Is there a chance that anything else is happening?

Is there a less expensive solution available than having the dealership handle it?

HELP!!
