The lights in the frozen and refrigerated food departments have gone out. However, the water flow is working and the machine continues to produce ice. Are these functions controlled by the control panel?

The primary control board is responsible for such functions. Sounds like you have a faulty control panel. We can rebuild faulty control board modules, here is the link
