The timer and clock are not operating correctly. I'm unable to set the time or oven bake timer. Do I need a new control board ?

You do have a malfunctioning control board if the control does not operate correctly in the setting and shows the wrong time. We can rebuild faulty control board modules, here is the link https://www.upfix.com/product-category/appliances/range-stove-oven/
