The washer starts up but then shuts down owing to a lack of water. I changed the water valve, but the problem persists. There is a lot of pressure in the hoses. What else may be the source of this issue?

If the water is turned on and the valve is powered, but there is no water, the water valve must be replaced. Repair the control board if there is no electricity. We repair failed control boards, here is the link https://www.upfix.com/product-category/appliances/washing-machine/
