My frigidaire washer will not spin or drain. Is it safe to assume that the problem is with the motor control board or speed control board?

A multimeter can be used to check this. Unplug the harness from the motor and Verify the resistance between 105 and 130 ohms on terminals 4 and 5 on the motor. If everything seems fine, move on to the next stage. Unplug the motor's plug and check the resistance of the windings all pins. All resistance values should fall between 4 and 6 ohms. Repair the speed control board if the readings are right. Repair the motor if the readings are inaccurate. Here is the repair link https://www.upfix.com/product-category/appliances/washing-machine/
