Frigidaire washer, the motor was getting hot, and we periodically smelled burning. Unless there is a very small load or no load in the washer, it now does not spin out. The E23 error number from the pump repair is the only one that appears. Is it possible that this is a motor or a motor control board?

The E23 error number indicates that a drain pump relay on the control board has failed or that a wire has been disconnected from the pump. You should inspect the pump as well as the cabling between the pump and the control board. If no loose or damaged wires are found, the main control board is the source of the problem. We can rebuild faulty control board modules, here is the link:
