If you're still having issues with wipers turning on randomly please replace the wiper motor and check for grounding issues as that could cause them to randomly turn.
Ford the Ford F250 & F350 2004-2007 the Accessory Delay Relay is not inside the cluster, but rather inside the fuse box. The location will be shown in the image below. If faulty please replace this. Symptoms may include the radio not turning off and accessories staying on even after the key is removed.
