10 Wrangler P2004 and the ABS code C121C were shown by my code reader

 

Jeep  2010 Wrangler P2004 and the ABS code C121C were shown by my code reader. The engine won't reset and is currently in limp home mode. I cleared every error code. I continue to receive the P2004 and C121C errors, the car is in limp-home mode, and the brakes are quite stiff. While idle, the engine surges from around 1000 RPM to roughly 2000 RPM.
Is it possible to reset this with a better code reader? Both the PCM and the ABS module replacement cost over $500 apiece, according to the C121C code. Did draining the battery harm each of these parts? All suggestions are welcome.
